Although William was suffering from Cancer, these are military veterans records, as he was trying to be approved for monetary benefits, prior to his death. This is dated April 24, 1891. William did not appear for testimony as his doctor said traveling would create a "Danger to his life, by reason of exhaustion and danger of imminent hemorrhage."

After the doctors testimony, William was awarded $12 / month, starting from the day he first applied for his pension,
